Paul’s expertise are: trade negotiations & policy, international macroeconomics, investment, quantitative analysis and private sector development.
Paul is the Chief Executive of International Economics Ltd. Paul has held leading roles as a trade policy and negotiations advisor in over 60 countries over the last 20 years, including as Mission Chief for the World Bank’s Integrated Framework in Mali; Senior Economist for the United Nations; Director and Chief Technical Advisor for projects funded by the European Union in Africa; Trade Negotiations Expert for the European Commission in Africa, Asia, the Caribbean and the Pacific; Economist with the UNDP for the black sea region; and as a trainer in quantitative analysis in Vietnam, Brazil, Tanzania, etc.
Paul obtained an MSc (Econ) in the economics of the Asia Pacific Region from the University of London (SOAS) & a Maitrise in financial engineering from the Université de Nantes (France). He undertook doctoral studies in international economics at the Université Catholique de Louvain (Belgium) and in International Monetary Economics at Université de Paris 1-Sorbonne (France). He completed executive programmes in trade policy and negotiations, management strategy and financial management at Harvard Business School and Harvard University and complex dynamic systems and big data at the Massachusetts Institute of Technology (MIT).
